Justyn Dixon

Justyn Dixon, President of the North Louisiana Economic Partnership (NLEP), is a proven regional development executive with over 12 years of industrial and economic development expertise and more than 30 years of successful sales and marketing experience. Through his established relationships with real estate brokers, industrial site consultants, state, regional, and local economic development groups, Justyn's primary focus is on generating jobs and capital investments to strengthen the 14 parishes served by NLEP.
Prior to joining NLEP, Justyn was Gulf States Regional Development Director for Agracel, Inc. Through his leadership on both state and regional levels, he successfully led and managed development efforts of a 2.1 million square foot industrial portfolio of 19 facilities in a four-state area.
Before Agracel, Inc., Justyn was an Economic Development Specialist with the Tennessee Valley Authority (TVA), responsible for project management and site development of 14 counties. Preceding TVA, he worked as a Senior Project Manager with the Mississippi Development Authority's Global Business Division, where he focused on recruiting new investment into Mississippi.
While at the University of Mississippi earning a Bachelor of Science in Business Administration, Dixon was a member of the 113th Mississippi Army National Guard, Military Police, and served on active duty during Desert Storm. He and his wife, Leslie, have two children, Mary Reid (23) and Sims (19).
Angie White, CEcD, MBA

Angie White serves as the Chief Operating Officer with 25 years of economic development, workforce development, and finance experience. For the last 12 years, she has led NLEP’s Workforce Development and Talent Recruitment Program. In September 2017, one of NLEP’s workforce initiatives, NWLA Manufacturing Week, won an Excellence in Economic Development Silver Award for Human Capital from International Economic Development Council (IEDC), the largest membership organization for economic developers. She manages TECHBY20, a technology association created by NLEP to support the development of a vibrant technology ecosystem in North Louisiana. Angie is a Certified Economic Developer, as designated by IEDC. She is also on the Accredited Economic Development Committee of IEDC, which evaluates economic development organizations for accreditation.
Prior to joining NLEP, Angie worked for twelve years with EMP Global in Washington, DC as its Portfolio Officer and Investment Analyst with the Latin America Group.
She earned her Master of Business Administration and Master of Arts in International Affairs from the George Washington University in Washington, D.C. She is a Shreveport native and a graduate of Centenary College with a Bachelor of Arts in Political Science. She serves on the boards of the Shreveport-Bossier Business Alliance for Higher Education (SBBA), the Workforce Investment Board, Region 70 for Louisiana, and the Public Relations Association of Louisiana NW Chapter. Angie was honored with the Community Gem award from the Community Foundation of North Louisiana for her tireless community volunteer work.

Liz Pierre, JD, EDFP

Liz Pierre heads NLEP's legal and research departments. Her responsibilities include providing demographic, real estate and community information to site selectors and companies looking to locate or expand in North Louisiana. She also assists communities with identifying and certifying industrial sites for development and works in business development, recruiting new employers to North Louisiana. Liz is an Economic Development Finance Professional (EDFP) as certified by the National Development Council.
Before becoming a part of the NLEP team, Liz worked with the Ouachita Economic Development Corporation, a predecessor organization of NLEP. Her responsibilities there included coordination of a federal tax incentive program. Prior to entering economic development, Liz practiced law in her family’s firm, Pierre & Pierre, LLC. She also served as a contract attorney for the 4th JDC Indigent Defenders Board.
Liz earned her Juris Doctorate from Southern University Law Center and her Bachelor of Science in Business Administration from the University of Louisiana at Lafayette. She is a graduate of the Economic Development Institute at the University of Oklahoma in Norman, Oklahoma and serves on numerous local boards, including the University of Louisiana System Board of Supervisors and the Workforce Investment Board (WIB) Area 81
Sheena Bryant, CEcD

Sheena Bryant leads NLEP's Business Development Program and is responsible for recruiting companies to the 14-parish region. Sheena has extensive experience in economic development, international relations and public policy. She previously led a division within the Guam Economic Development Authority, where she supervised four analysts and worked to support international investors establishing businesses in the U.S. territory. Prior to this, Sheena directly supported the Governor of Guam by helping oversee all state-level public safety agencies, including the Police Department, Fire Department, Homeland Security, Customs, and Department of Corrections. During her time in government, she received the Governor’s Award for effectively advocating the region’s interests on a U.S. Presidential task force and at international development organizations.
Sheena’s experience extends into the private sector. She managed Department of Defense contracts valued at $21 million while working as a consultant with Deloitte Consulting and was instrumental in a business development initiative that secured a $200 million government contract. Sheena received a corporate award for exceptional performance on a marketing campaign dedicated to Green Computing and IT Convergence and was subsequently sent to Yale University’s School of Business Management to complete an advanced consulting skills program. Through her work, she has held security clearances with the Department of Defense, Department of Homeland Security, and Department of State.
Sheena has earned a Master of Arts in Law and Diplomacy at Tufts University and a Bachelor of Arts from University of California, Santa Barbara. Sheena has also completed several prestigious fellowships affiliated with the East West Center, Institute for International Public Policy, Aspen Institute, and Center for Strategic International Studies Pacific Forum. She currently supports the Industrial Asset Management Council on its International Task Force, AFCEA, and the Military Affairs Council. Sheena was recently named Top 40 under 40 by Young Professionals initiative under the Greater Shreveport and Bossier Chambers. In addition, Sheena is a Certified Economic Developer, as designated by the International Economic Development Council (IEDC).

Michele Riney

Michele Riney has nearly 19 years of experience in office management, human resources and accounting. She manages the operational, human resources, and general fiscal activities of the NLEP. She has been tasked with the responsibility of ensuring NLEP operates as efficiently as possible. Michele has completed the Basic Economic Development Course through IEDC.
Prior to joining NLEP, Michele worked for Delta Airlines as an international reservations specialist. Her prior experience also included working as a database manager for Burnett’s Staffing; as a personal assistant for Dallas-based Ashwood Investments; as a human resources/accounts payable specialist for Atlantic Industrial Services; and as human resources assistant for Datatrac, Fort Worth, Texas.
Alex Einerson

Alex Einerson directs NLEP’s communication strategies and marketing efforts. She focuses on marketing the region to prospective companies, enhancing the brand awareness of NLEP and promoting the positive perceptions of North Louisiana.
Her experience extends into the non-profit sector. Before dedicating her skills to NLEP Alex worked for Holy Angels, an award-winning non-profit organization in Shreveport, where she successfully led marketing and communication efforts, alongside volunteer and donor relations. Alex played a pivotal role in the organization's crisis communications during the height of the pandemic and exceeded campaign goals by converting three traditional events to an online, virtual capacity while the Louisiana stay-at-home order was in place. Alex's background also includes hospitality events, sales, and marketing in the East Texas region.
Alex completed the True South Basic Economic Development course at the University of Southern Mississippi. She earned her Bachelor of Arts in Organizational Communication with a minor in Hospitality Management from the University of Louisiana at Lafayette. During her time in Lafayette, she completed numerous internships with local non-profit organizations, including Lafayette Economic Development Authority's Opportunity Machine.
Currently, Alex serves as the Communications Chair for Shreveport Chamber’s Young Professionals Initiative Executive Committee, Officer on the Public Relations Association of Louisiana's Northwest Board, and Treasurer on the Association of Fundraising Professional's North Louisiana Board. She was named the 2020 Communicator of the Year by the Public Relations Association of Louisiana Northwest Chapter.
Will Ford

Will Ford manages business attraction and lead development for NLEP. He is responsible for creating and investing in relationships with site consultants and company representatives while maintaining connections to find new projects in which North Louisiana can compete.
Before joining NLEP, Will served as a Project Manager for Louisiana Economic Development, where he helped bring over 1,000 jobs and $777 million in capital investment to the state. Will earned a Master of Science in Economic Development and a Bachelor of Arts in Public Relations from the University of Southern Mississippi. While earning his master’s degree, he completed various economic development research projects, including economic impact analyses, methodological planning reports for property development, and industry-specific performance evaluations.
Megan Delgado
PROJECT MANAGER

Megan Delgado serves as Project Manager for NLEP’s Business Development Program. Her primary focus is timely completion and successful submission of requests and proposals. She is also a key component in elevating NLEP’s project management support for potential prospects.
Before joining NLEP, Megan worked for leading oil and gas companies, one of them being Schlumberger. During her time in the oil and gas industry, Megan led a successful laboratory career where she specialized in quality control and project development. She is a certified Six Sigma Green Belt and a certified Lean Practitioner.
Megan earned a Master of Business Administration in Project Management from Louisiana State University Shreveport in Shreveport, LA and a Bachelor of Science in Environmental Science from Midwestern State University in Wichita Falls, TX. She is currently fulfilling the requirements to sit for the world’s leading project management certification exam and earn the Project Management Professional Certification offered by the Project Management Institute.
